A seminar on the new financial accountability regime for public administrators: has the financial judge found his place?
On 15 October, the Prefecture of the Bourgogne-Franche-Comté region, the Côte-d’Or Prefecture, hosted a seminar on the new financial accountability regime for public administrators. This event was the result of a dynamic partnership between the Institute for Preparation for General Administration (IPAG) at Université Bourgogne Europe and the Burgundy-Franche-Comté Regional Chamber of Accounts. It brought together numerous participants to discuss a key issue in public management, one which raises significant challenges regarding the accountability of public administrators. In accordance with the requirement of Article 15 of the Declaration of the Rights of Man and of the Citizen, which states that ‘Society has the right to hold any public official to account for his administration.’
In the presence of Ms Amélie de Montchalin, First President of the Court of Auditors, the day’s programme featured several presentations and discussion sessions, providing an opportunity to explore in depth the challenges and implications of this new framework for financial accountability. The speakers’ contributions shed further light on developments in the system, the procedures for its implementation, and its legal and financial consequences for public managers.
The event was attended by Stéphanie Damarey (University Professor), Emmanuel Glimet (President of the Litigation Chamber), Véronique Hamayon (Attorney General at the Court of Auditors), Violaine Demaret (Prefect of the Bourgogne-Franche-Comté region and Prefect of Côte-d’Or), Jean-Luc Brenner (Regional Director of Public Finance), Nathalie Koenders (Mayor of Dijon), Alain Chrétien (Mayor of Vesoul, Vice-President of the AMF), Jean-Gabriel Madinier (Chief Executive of Dijon Métropole) and Alexandrine Kientzy-Laluc (Chief Executive of the Haute-Saône Hospital Trust), whose contributions enriched the discussions.
